LED's operated in harsh conditions (e.g. truck marker lights) will probably fail for some other reason than the LED failing, e.g. bashed in a collision or the PCB they're mounted on will go open circuit somewhere. But yes, LED's do get dimmer over time as they are operated. So do incadescents.
